Diane G. Thomas

President and CEO

Diane’s leadership experience is complimented by a broad international background. Fluent in French and Spanish, she was born to French and American parents and lived in Libya, Germany, France and the United States in her youth. As an adult, Diane worked in Buenos Aires, Argentina, with petroleum industry leaders to strategize and craft public affairs issues.

From 1996 to 2003, Diane served as Vice-President, External Affairs for Planned Parenthood of Indiana (PPI), the largest Planned Parenthood affiliate in the United States. As a member of the PPI management team, Diane’s accomplishments included doubling private funding in a three-year period, partnering with the Latina Task Force to promote outreach initiatives and securing capital for the International Family Planning Assistance project in El Peten, Guatemala.

Diane completed her master’s degree in philanthropic studies at IUPUI.



Kathy Humphrey

Kathy brings extensive leadership experience in government relations, customer service and sales and marketing in the utility sector to The International Center. She served as Vice President of Customer and Government Relations for Veolia Water, an internationally based French corporation, from 2001 to 2004, where she pioneered the restructuring of the Citizen’s Advisory Group, stabilized a failed billing system implementation, and raised customer satisfaction to the highest level. 

With her collaborative managerial style, Kathy effectively lobbied state legislators as part of the Indiana Energy Association team. Prior to that lobbying role, Kathy worked as Director of Customer Service for Indiana Gas Company. Her leadership style and commitment has benefited the community through her active participation helping to shape public policy for business and nonprofit sectors as a registered lobbyist. Her enthusiasm for continued learning is evident in her involvement in programs such as the Richard G. Lugar Excellence in Public Service Series and Toastmasters International. Kathy is a past board member at the Indianapolis Symphony Orchestra and water fitness instructor for the Baxter YMCA in Greenwood.



Martin Baier

Vice President, Programs and Services

Martin Baier is a retired German Air Force (GAF) Lt. Colonel and has lived in Germany, Great Britain, Italy and the United States. Martin possesses senior management skills combined with over twenty years of public service. His background includes extensive cross-cultural experience with liaison functions to U.S. companies and other NATO forces.

Between 1999 and 2002, Martin was stationed in New Mexico and was promoted into the position of senior project manager. As liaison to the U.S. Air Force, he worked on combined projects at the staff and command level. During his military career he obtained bachelor's and master's degrees in military science (aviation and business).

In addition, Martin attended the University of Duisburg and Essen, Germany to earn a B.A. joint degree in business, English and cultural studies. After his move to Indiana, Martin started his own business "All German Solutions LLC," to provide project and program management, as well as cross-cultural training. Martin is an active member in his community and serves as chair of the Indianapolis-Cologne Sister-City Partnership Committee.

He is married to his wife Lisa and together they have an eight year old son named Dominick.

Weilin Long joined the International Center of Indianapolis in October of 2010 as the director of Asian Learning Center of Indiana (ALCI). She is responsible for leading and developing ALCI initiative, a newly initiated effort that aims to educate, connect and engage Hoosiers about the history and cultures of Asia, as well as the currently emerging business opportunities.

Weilin is the former administrator of the Minority and Women Business Development Department in the Office of the Mayor, City of Indianapolis. While holding this position, her responsibilities included building and fostering collaboration among private, public, business, and community partners in order to increase capacity of minority, women and veteran businesses’ operations and participations. She developed strategies and programs to increase business opportunities for MBE/WBE/VBE development, sustainability, and growth. Weilin also took a lead in developing strategies and programs to promote cultural diversity and global business opportunities through global networks, cultural and business development consultations, and training sessions. She chairs the IBE Doing Business Globally Committee.

Weilin has over 17 years directorial experience in health, business, community outreach, college teaching and administration programs. The positions she held include the State Community Nutrition Division Director, the State Newborn Screening Director for Genetics, Hearing, Drug Testing and Sickle Cell, the Executive Director of a non-profit organization, the City Director of Council on Aging, a Publisher Company Human Resource Coordinator, a professional fundraiser, a training specialist and a college instructor. Weilin graduated from Kansas State University with master degrees in Adult & Continuing Education and Public Administration after her college in China in English Language and Literature.
